Additional information concerning this Action:
Updates the reagent lot inventory by calling AdjustTrackItemInv. At the same time, calls EditSDIDataRelation to update the sdidatarelation table with the updated reagent used quantity. Conditionally calls AddSDIDataRelation to insert new row into sdidatarelation table if relationid is not passed in.
